Chungcheongbuk-do to be First in Korea to Promote Pilot Deferred Payment Program for Medical Expenses

Chungcheongbuk-do is accelerating its implementation with the goal of starting the pilot deferred payment program for medical expenses this year, a project that was a representative pledge of the 8th local election.
The deferred payment program for medical expenses is a virtuous-cycle medical welfare system in which 'good' banks pay for the medical expenses of the underprivileged in health care who are afraid of receiving timely treatment due to the burden of spending large amounts of money for medical expenses; the program allows patients to make payments in long-term installments without interest, helping out patients in need.
Since June of this year, Chungcheongbuk-do has discussed several times with medical institutions, financial institutions, and academic and private experts within the province, preparing the basic plan for the pilot project through a comprehensive review of the recipients and target diseases.
The consultation process for the establishment of the social security system by the Ministry of Health and Welfare, which is an essential preliminary procedure, received its final approval on December 1, while the Ordinance on Medical Expense Loan Support for the Health Care Vulnerable (bill) and the Medical Expense Loan Debt Guarantee Agreement (bill) were completed in review on December 6 by the Policy Welfare Committee of the provincial council.
The pilot deferred payment program for medical expenses contains supporting the recipients of the National Basic Livelihood Security and near poverty groups, war veterans, and the disabled among seniors over 65 years old in the province in medical expense loans in terms of frequent/high-cost diseases associated with implants, knee/hip artificial joints, spine, and cardiovascular and cerebrovascular system.
KRW 2.5 billion from NH Agricultural Cooperative's policy funding will be used for the required financial resources: a recipient can borrow from KRW 500,000 up to KRW 3 million, and this loan can be repaid in installments without interest for three years with the waived prepayment penalty.
When applications exceed the amount of funds, Chungcheongbuk-do will secure additional financial resources so that no recipients are left out of benefits.
Medical institutions in Chungcheongbuk-do that have expressed their intention to participate include 12 general hospitals and 61 dental clinics. Chungcheongbuk-do plans to expand and operate participating medical institutions through continuous promotion.
In addition, Chungcheongbuk-do is going to closely analyze the results of this year's performance to expand beneficiaries and target diseases after 2024.
Governor Kim Young-hwan said, “We will do our best through intensive preparation, so that the socially underprivileged and vulnerable can receive treatment and lead healthy lives without worrying about spending large amounts of money on medical expenses.”
The pilot deferred payment program for medical expenses will be promoted in full swing with a business agreement with NH Agricultural Cooperative's Chungcheongbuk-do branch and medical institutions at the end of December after the review by the budget committee.
